2016 Civil School

The Iowa State Sheriffs’ & Deputies’ Association 2016 Civil School of Instruction convened at the Airport Holiday Inn in Des Moines from Sunday, April 17th through Wednesday, April 20th.

Sunday afternoon, “Registration” was available for early arrivals and then a period of ‘networking’ followed.

Monday morning, “Registration” continued and ISSDA Sales items were available, along with a “Welcome” by ISSDA President John Godar, Linn County. The “Presentation of the Flags” was made by the ISSDA Honor Guard.

Monday morning was reserved for Motivational/Inspirational Speaker Dr Bobby Smith, a former Louisiana State Trooper who was shot in the face and made blind. Smith kept everyone attentive by talking about his life and the series of events which caused him to create Visons of Courage, Inc.

Monday concluded with Ross Loder discussing “Iowa Weapon Permits”.
The major change this year was the legalization of ‘Silencers’.
Monday evening meal was sponsored by Karl Chevrolet.

Tuesday, the entire morning plus 1 hour after lunch was designated as Breakout Sessions. These sessions ranged from: Civil 101 with Pat McMahon of Dubuque county, Deric Oshel of Linn county to Condemnations with Kelly Michael and Kathy Battani of Polk county.

  • Breakout #1 was office mgt, abandon motor home & vehicles with Lori Miller of Iowa county, Renee Steinke of Mahaska county and Angie Schott of Keokuk county.
  • Breakout #2 was evictions, executions, exemptions & garnishments with Debbie Dyer of Lucas county and Patty DeHeer of Marion county.
  • Breakout #3 was 1.1020(2) levies (former 260 A & B), orders, original notices and real estate sales with Judy Lee of Delaware county and Suzi Blume of Crawford county.
  • Breakout #4 was subpoenas, summons, livestock trespass and writs with Barb Schmidt of Cerro Gordo county and Julie Johnson of Mitchell county.

Mid-afternoon the Joint session returned with Bill Deatsch of Johnson County
Talking on UCC Filings, Vehicle Liens (now add Sec of State to notification) and legislative updates.
The afternoon concluded with the Civil Panel consisting of: Randy Rowland of Linn county, Luanne Paper of Hamilton county, Judge Mike Moon and Bill Deatsch of Johnson county.
Tuesday evening entertainment was a “DJ”.

Wednesday morning was devoted to Child Abductions with Sgt Gary Backhous of Story county, Medina Rahmanovic of DCI and Betty Broccella of RSVP of Central Iowa.

This concluded the 2016 Civil School with 166 attendees.
